The Consortium
The Consortium serves as the governing body that partners with the local board to ensure workforce programs align with regional needs. Comprising elected officials from the region’s nine localities, the Consortium provides oversight, guidance, and accountability for how entities administer federal workforce funds in the Crater Region.

Local Governance Rooted in Community Leadership
The Consortium is made up of leaders from each of the Crater Region’s cities and counties. Our region is over 1500 square miles and includes Colonial Heights, Dinwiddie, Emporia, Greensville, Hopewell, Petersburg, Prince George, Surry, and Sussex.
The Consortium governance structure ensures the workforce system reflects each locality’s unique economic priorities and labor needs. Through collaborative decision-making, Consortium members advocate for tailored services creating real community-level impact, from youth programs, to corporations, small business support and everything in between.
Fiscal and Strategic Oversight of Regional Workforce Funds
The Consortium works alongside the Board of Directors to review budgets, approve strategic plans, and monitor program outcomes. This shared oversight helps maximize the effectiveness of region-wide federal Workforce Innovation and Opportunity Act (WIOA) investments.
